Abstract: Objective To study the working conditions of nursing staff using the overall nursing efficiency model in order to provide reliable evidence for the optimal allocation of nursing human resources. Methods A total of 28 departments of four tertiary first-class general hospitals in Tianjin were selected to investigate the level of working ability，workload and quality of nursing service by convenience sampling. Excel was used to build database and statistical analysis was done according to the formula. Results The overall nursing efficiency in Tianjin was 39.91% ，the level of working ability was 43.63% ，the workload was 95.11% ，and the nursing service quality was 96.15%.The workflow level is 0.764 and the operational level is 0.395 to 0.834.Conclusion The overall nursing efficiency in tertiary first-class general hospitals in Tianjin needs to be improved，the level of nursing workflow is acceptable， the level of nursing operation needs to be improved，the overall workload is heavy， and the time of effective direct care are less.
